I do have the mingw32 package. I have downloaded the octave3.6.1_gcc4.6.2

Where do I find the downloads for the controls package?

Yeah, the "pkg install" method is not likely to work for you.

There are three different ways to get Octave for Windows. Which one
did you use? If you used the one for mingw32, there's a corresponding
set of compiled packages. It's a separate download.
