You can reliably assume the answer to this question is "no". You're
very likely to be correct whenever you make this assumption. Even if
you're not, if you start working on an independent solution, your work
will almost certainly not be in vain. If the other person working on
it hasn't produced a solution, then your solution will be used
instead.
