The problem is due to yet not resolved http://savannah.gnu.org/bugs/?38075 bug.

I need the workaround described in the above bug report, and I used the piece 
of code (the workaround) used for octave-3.6.2.

New variables to be replaced appeared in octave-3.6.4 - I didn't know about 
them, that why the problem with 'mkoctfile'.

I have extended the replacement code in the workaround to cover the newly 
introduced variables, and now 'mkoctfile' looks normal, and number of installed 
packages is back to 75.
