Bug in empirical_pdf?

Hello,
I tried to to get the probability distribution of measured data using the
empirical_pdf function.
But I get curious result.
I made some tests with some data:
empirical_pdf([1 2 3], [1 2 2 3]) returns
0.25 0.25 025
but I would expect 0.25 *0.5* 0.25 as the 2 has a probability of 0.5.
Is this a bug or a mistake of my own?
