Before reading your reply I wrote to abandon to upload by myself.
You are surely alright.

I will add the octave 3.8.2 windows installer and its source to
my web site and place link against it.

Ah! I have overlooked it. Thanks for the pointer.

OK, I will add additional information to install octave-forge using 
src/build_packages.m

4.0.0_0 release there are small flaws : 
Version number of general and signal packages are inconsistent those of 
archives (tar.gz files).
io-2.2.7.tar.gz in src directory is buggy.
