I'm sorry, I just forgot to write that Octave now needs to be run from the Command Window (Run) by typing:

C:\Octave\Octave-4.0.0\octave.bat

Furthermore, the directory in Octave prompt window must be set as follows, in order to correctly install and run the packages

>>cd C:\Octave\Octave-4.0.0\bin

Purpose is

"Find *only* Octave's install directory and ignore all other path variables that might cause conflicts with octave."
