(Assuming you run Windows (you didn't answer the pertinent question in my
Oct. 14 reply:)

If you want MS-Excel to be used for spreadsheet I/O (like Matlab does) you
also need the "windows" package.
Do not install that from the Octave-Forge website (using the -forge flag);
rather, install it from the Octave installation directory:
cd ( [ OCTAVE_HOME  filesep  "src"])
pkg  install  -auto  windows-1.2.1.tar.gz
