Well, I didn't write the csvs, they are downloaded from an oficial website
from an agency and there isn't information about how they process them.

The first column has
3 ; 2 ; 0 2 / 0 1 / 2 0 0 0 ; 2 0 0 0 ; 2 ; 0

in it.
