Hi, this is a question that is suitable for the mailing list, I'm
directing this reply there.

The stable PPA (https://launchpad.net/~octave/+archive/ubuntu/stable)
contains a backport of the latest octave packages available in Ubuntu
for LTS releases. Octave 4.2 is only packaged for Debian experimental
and is not yet in Ubuntu's development repository. When it appears in
Ubuntu, it will be copied to the PPA.
