To follow up on my previous message --

If I change @documentencoding ISO-8859-15 to ISO-8859-1
then the warning messages go away, and the accents appear
in the .info output as expected.

So, in summary, these changes were helpful:
(1) @documentencoding ISO-8859-1
(2) --enable-encoding on makeinfo cmd line
(3) enclose declaraci@'on in sqiggly braces after @defvr,
i.e., @defvr {declaraci@'on} Foo
