hurd-0.2 confusing

Hi,

ftp.gnu.org has the last releases, but no warning that they are
severly out of date and should not be used.  People should always
use the CVS version or at least the Debian package (which can be
up to 4 weeks old).

In fact, people occasionally report problems with hurd-0.2, and
now I have seen a greek computer magazine (from May/June 2001)
that has installation instructions which mixes hurd-0.2 with
the tar file method I use for the Debian base.

Although we will never be able to avoid all errors by everyone,
maybe we can do something to make it easier for people to spot
their errors.
A README in ftp.gnu.org explaining the current development efforts
would be appropriate in my opinion.  I can write this.  I will also
see what can be done about the web pages, because I have the one or
other bug report about them (like, that it mentions we are planning
to switch to L4 soon), which confuse new developers.
