i686-linux system clock

For GNU RCS, sometimes i see failures for build.i686-linux that
boil down to the configure script barfing on file timestamps in
its "sanity check" step. The error message is:

checking whether build environment is sane... configure: error: newly created
file is older than distributed files!
 Check your system clock

For example, this error message appears most recently in:

 http://hydra.nixos.org/build/17897952/nixlog/1/raw

Is this a problem w/ Hydra, or w/ Savannah, or w/ my computer?
I'm inclined to think Hydra because the tarball was created by
Hydra, but wouldn't be surprised if i (or my computer) were the
root cause. Any debugging tips?
