This line shows that you haven't installed python-dev, a package which
is needed to compile Python extensions in Ubuntu. So I guess your
problem would be solved by installing python-dev.
However, I still suggest you use the official Ubuntu packages for
igraph, which you can get from Launchpad:
https://launchpad.net/~igraph/+archive/ppa
