Take another step back from the problem.  Instead of putting the files
themselves into CVS and trying to get them out into just the right
location, consider using cvs in conjuction with cfengine and keep in cvs
the inputs to cfengine.

[That is, if cfengine doesn't offer something already; I've not used it
myself, just heard about it.  Though it is on my TODO list.  Someday.]
