By "remove", do you mean just removing the local file or do you mean
"cvs rm -f", possibly followed by "cvs commit"?

Naturally.  If you've just removed the local file, "cvs up foo" will
recreate it.  In fact, even if you've never had a specific file checked
out, doing an explicit update on it will create it.
