You can just tar the directory and then untar it on the new machine, cvs
init is not necessary.  Unless you had the foresight to use an alias for
the host name that can also be moved to the new machine, anyone who has
things checked out will have to fix up all of the CVS/Root files in
their sandboxes as well as their ~/.cvspass files if you're using
pserver.
