annotate not working on branches?

I'm using cvs-1.11.

I have a branch checked out and doing an annotate on a file:
cvs ann src/commit.c

but it's not showing lines that've been checked into the branch.  However:
cvs ann -r enh-multiple_edits src/commit.c

does work.

Is this by design.  It's a bit counter-intuitive to me.
