While that would appear to be obvious that I was using the wrong IP address
it turns out to not be the case. If I use the IP address the connection
fails, if I use the host name it works. I just went back and check it. Using
the same command except for the use of the IP address or the name and I was
careful to check the ip address and even pinged it to check what the name
was resolving to. Looks like a bug in the parser.

Well, the obvious answer is that you were using the wrong IP address.
