Hmmm, we did implement a firewall recently, and I was just able to do it
successfully from my home connection, using the exact same laptop I was
using at work. I installed ncftp and was able to download from behind our
firewall. Mystery solved.

That looks like you're behind a firewall that isn't allowing the
incomming reverse connection from the ftp server to your client. You
probably need to enable PASV mode. (And I'd expect you to have the same
problem with other ftp servers -- perhaps you firewall is configured to
allow incomming connections just from well-know ftp servers.)
