Migration of other source control system modification info

I've coded a perl script to migrate/sychronize  from VMS CMS to CVS a
CMS generation at a time.  Branches are handled correctly using CVS
branch tags and CMS classes are translated to CVS release tags.    The
generations date and user are included with the comment on the cvs
commit.

The script works fine, but we would also like to have the user and
modification date correct in the RCS file so that log is correct and in
the history so that that is correct also.

I can't find any commit or admin options that do this.

Does anyone know of a way of doing this.
