You should have "cvspserver" instead of "cvsserver" and "--allow-root"
instead of "--allow-".

Again, that should be "cvspserver".

That usually indicates that inetd was not able to start CVS -- are you
sure that /usr/bin/cvs is the correct path? Check the syslog on the
server machine for error messages from inetd.
