That works as of 1.11.1p1.  Before that you had to compile a special client
with a different default or edit /etc/services, both of which have various
unpleasant side effects.  There was a patch floating around that allowed the
port to be set with a environment variable as well, but you still have to
compile a special client.  If you want the patch a search for
CVS_CLIENT_PORT in the mail archives of this list or bug-cvs should turn it
up.
