Is /cvsroot really completely empty? Shouldn't there be a CVSROOT
subdirectory in there if the init has succeeded?

I've made /cvsroot directory on the server and run cvs init.
I've also setup $CVSROOT and $CVS_RSH on server and clients.
/cvsroot is empty. Nothing has been commited yet.
