The problem is that WinCVS only works with Tcl/tk 8.11, not Tcl/tk 8.3.3.
The DLL files have different names for each Tcl/tk version, and so if you
don't have this exact version, it doesn't work.
It can be downloaded from http://www.scriptics.com/software/tcltk/8.1.html
