cvs -r not working

I am trying to check out a copy with readonly access.  Here's the command I am
using:

cvs -r checkout -d./ $CVSDIR/site.list

Here's the file after checkout:

-rw-rw-r--   1 asicmgr  asic         802 Jul 26 10:03 site.list
