I suspect that most people don't worry too much about this; they
just import the whole thing -- the extra time and effort up front
tends to save time, effort, and mistakes later on.

My feeling would be that this doesn't belong in CVS proper. As a
script in contrib, though (i.e. an automated version of the steps
you're now performing manually), it would probably be welcome.
