Why wouldn't that make sense? The files ignored should, in general, be
intermediate files created during the development process. Which, most
likely, is consistent across all users.

Since this is win98, I suspect a case issue. Are you certain everything is
lower case? If you do a cvs up, do you see a lower case file of the name
.cvsignore?
If not, you may need to delete and re-add the file.
