It's a new feature, so you've got to be using 1.11.1p1 to use the feature.
Syntax is specified here:
http://www.cvshome.org/docs/manual/cvs_2.html#SEC26
and
http://www.cvshome.org/docs/manual/cvs_2.html#SEC31
Before 1.11.1p1 you had to change a C macro definition and recompile.

If thou dost marry, I'll give thee this plague for
thy dowry: be thou as chaste as ice, as pure as snow,
thou shalt not escape calumny. Get thee to a nunnery.
Go, farewell. Or if thou wilt needs marry, marry a fool.
For wise men know well enough what monsters you
make of them. To a nunnery, go, and quickly, too. Fare-
well.
- Hamlet, Act III, Scene 1, Lines 135-141
