Just use normal filesystem permissions. Users need write permission in
a directory to create or change files or subdirectories in it and need
read permission to read files in it. If you want to have users with
read-only access to some directories, you will have to use LockDir= in
$CVSROOT/CVSROOT/config to put the lock files somewhere other than in
the repository since users need to be able to create lock files even
when reading.
