question about Permission denied

I was able to import module and I see that the files are in there, but when
I try to check out module I get:

cvs -z9 checkout -P rmcqh (in directory C:\ccc)
cvs server: cannot open /root/.cvsignore: Permission denied
cvs [server aborted]: can't chdir(/root): Permission denied

I'm lost, I do not see where my permission problem exists?
can someone help point me to where this problem is?
