Nail those people up on a wall outside the department as a warning to others?

Yeah, I know that's not the technical solution, but the whole
verifymsg/*info system is there to remind people about correct process
and help automate the forms. Developers willfully violating internal
procedures seems like a hangin' offense to me.

Alternatively, if the current process is so hated by so many that they
seek ways to avoid it because it actively interferes with their ability
to do work, then maybe the process needs to be overhauled.
