You're demonstrating ignorance of how tags are used in cvs. Please read the
reply you got from Larry Jones, and look at the manual:

(Actually, you should read the whole manual.)

One basic principle you need to understand is that tags, as created, are not
inherently sticky or not sticky. They can be sticky in a workspace. It is
only in the context of a workspace, a set of checked out files, that the
term "sticky" has any meaning.
