That indicates that your CVS executable doesn't include the server
functionality.  If you run "cvs -v", you should see something like:

        Concurrent Versions System (CVS) 1.11.1.1 (client/server)

Note in particular the "client/server" part -- that indicates that the
executable includes both client and server functionality in addition to
stand-alone functionality.  If you built CVS yourself from source, you
can look at the configure output (or send it here) to figure out why the
server functionality wasn't included.  If you got an executable from
someone else, you can ask them about it or build it yourself.
