This means that there are too many request to the cvs-server at a given time.
Either you start your cvs-requests with a greater time interval or
or you raise the maximum number of server instances in
inetd.conf (see man inetd.conf --> wait/nowait-option) which is per
default set to 40. Or both. ;-)
