Creation of Repo

Just want to make sure I am on the right track.  I am setting up my main
repo the following way.

/stacy/develop/
     /incmar
          /src      /appendix /pub

     /povmar
          /src /pub

     /other
          /hhs
                                /src

          /noncash
               /src
......

I already created a repo cobining incmar and povmar and called it incpov.
I created other today and imported it.  I noticed that it looks like it is
importing everything all over again(i.e.  incmar povmar other).  Is this
right?  I don't think it is hurting anything.
