Using login passwords for CVS makes the login passwords insecure,
since they will then be stored, trivially encrypted, in the user's
filespace.  Unless the policy is one of complete trust, I wouldn't
recommend it.

Not that I recommend a policy of complete trust anyway, as a general
rule.

Why would you want to update the CVS passwords?  They're stored
locally, and so you're just going to force the users to "cvs login"
again.  If the idea were to check for new users and add them to
the CVS passwd file, I could see some use for such a script.
