How much time/money are you spending trying to resolve
these issues vs how much disk space costs?  Also, is
it possible for developers to have representative
developer databases (eg enough data to work on, but
not too much)?

If you consider that the username is part of CVSROOT,
you'd have to have one and only one user per working
directory.  This means that any locking/watch
mechanism being used will be useless.

Not only that, what about people stepping on each
other within the database itself?

The locking mechanism in CVS doesn't jive well with
what you want to do.  In fact, nothing in CVS jives
well with what you want to do.
