Its an interesting question. When I started using CVS and figgured that that
was the way it worked. I think the command checkout should have been called
something else perhaps. I expected checkout to actualy change the state of
said files in some way. But in CVS it does nothing of the sort. Its a "fetch
me them files so I can work with them." command. The closest opposite of
checkout in cvs is release, which is saying "I'm not using these anymore
don't update them, [and delete them]"

It's the terminology and 'model' cvs uses that is different for those who
have previously used source slave, RCS, clearcase, et al.
