You just answered your own question -- :server: uses an rsh client that
is built in to CVS so you don't need another rsh client installed on
your machine.  I think that older versions of CVS had :server: as the
default client/server method on DOS/Windows whereas the current version
has :ext: as the default just like on Unix, so check the CVSROOT
settings on the machine that's causing trouble to be sure that :server:
is explicit.  (Don't forget to check the contents of the CVS/Root file
in any working directories, too.)
