It sounds like a bug/incompatibility in WinCVS.  Since moving or
deleting a branch tag has potentially grave consequences (if there are
any revisions on the branch, they will be very difficult to access once
the tag is moved or deleted), CVS doesn't allow those operations unless
you specify the (new in 1.11.2) -B option to tag.
