cvs add <directory>

How is cvs add <directory> command different from cvs
add <file>

Looks like cvs add <directory> puts the directory in
cvs repo even before cvs commit is issued. Also,
appears that when I add a directory, it doesnot pass
through commitinfo and hence not able to trap or
validate the directory added before it is commited to
the cvs repo.
