Question about watchs

We had a bit of an annoyance. One of the developers had decided that cvs was
broken (i.e no strict locks). So
to fix this situation he put a watch on every file in the repository. 

My question is, I have done a cvs watch off command, but do I need to clear
out the fileattr files from the repository to
really clear this up. (The developer is gone, and I don't know his password
for the server).
