No it's not:

        cvs commit: Pre-commit check failed
        cvs [commit aborted]: correct above errors first!

The only times the log message isn't saved is if you entered it on the
command line rather than using the editor (presumably such messages are
short enough to re-enter if your shell doesn't have command recall), the
log message was empty, or you're running in local mode (in which case
you aren't even prompted for the log message until after the commitinfo
checks have succeeded).
