Yes, pretty much any minimally competent Unix user.
The inetd.conf entry will be something like:
cvspserver stream tcp nowait root /usr/local/bin/myscript myscript
where /usr/local/bin/myscript is something like:
#! /bin/sh
exec /usr/local/bin/cvs -f --allow-root=/repo1 --allow-root=/repo2
