No, I am not able to recommend using cvs to
control /etc directly.

The files in /etc would be better handled by a
Configuration Management system rather than a
source control system. That is, something that
understands what process signals or other changes
in the running state of the machine are needed to
be implemented when one or more files in /etc are
changed in some manner.
