Nope.  This was covered not to long ago but I can't find the thread. 
There are (to my knowlege) no free cvs graphing tools that will
display a graph of the entire repository.  WinCVS has file graphing
functionality built in (right click on file and choose graph).

Basically, the best route is to take the oldest file that is still in
use for each separate module and graph it.  This will give the most
complete picture but you have to ignore all the file version numbers.

You may be able to prune down the version numbers by explicitly
stating the tag names to be graphed.
