Well, it's right. There isn't any cvs command on that line. I would
expect to see "login" or "checkout <modulename>" or something else after the
-d option.

Well, why not just ignore it? Does it remember the CVSROOT setting when
you try and actually _do_ something like check out a repository?
If so, just forget about it: it seems like a bug in wincvs that it thinks
it has to do some kind of CVS operation when you change CVSROOT, but it
doesn't know what to do, so it makes a half-formed command line and then
kinda gives up.
