CVS (at least the 1.11.X versions) reports all it's times in UTC. I would
suggest your server has it's time off by 5 minutes or the clock you are
comparing to is of by 5 minutes, the other 4 hours are accounted for by your
time zone. See the time zone data in the date of the email you sent above,
it indicates you are at -4, mine should indicate -5.
if you want things in local time, I suggest using the cvs2cl script to look
at your logs.
