On import, use the -ko switch. Now that you have committed, modify the
default value in the repository using 'cvs admin -ko create.php' and
then when you checkout a new sandbox, the value should be as originally
committed.

Note that for CVSNT help, you may find http://www.cvsnt.org/ a better
place to ask questions.
