Check out cvszilla. It provides a primitive change-set functionality. It 
requires that all commits have a bugzilla bugid as the first line of a 
commit comment. Then at the end of the day you can query for the list of 
files and their revisions that were modified for the purpose of fulfilling 
the bugid.
